you do NOT want to try to ride in ice or snow on a scooter. you will FALL DOWN. i have tried it - i fell down a lot. being a single track vehicle it requires lateral (side to side) traction to stand up. additionally any braking on front at all will tuck the front wheel - or braking the rear wheel - it will slide out to one side.

Sand Snow and slick stuff will be trouble. The width of the tires has everything to do with stability in bad surfaces. Yamaha has a on and off road scooter in camofaluge colors that is good for on and off road use. Now the problem with show almost any transportation gets bogged down because show is so very slick. I would not reccomend scooter on snowy days with snow on the ground already. But after the lanes open up and snowmobile suit on you can brave the cold.

It is a stupid idea. Two wheels on a slippery surface? There is a reason motorcycles and scooters are parked in the winter. And the idiots who ride their bicycles in the winter are speed-bumps-in-waiting.

Well if it is not too bad then yes but be very careful. If it is too heavy then not a good idea. I take the train to work when it is snowy or ice on the roads.
