Yes!, It;s so annoying, and the TV people claim it's not louder! Right! I hate so-called 'background music' too. I can't hear what's being said, so I turn up the volume and the voices get louder but so does the music. ( I think they don't want us know what they're saying or,.... hiding from us.)... Just kidding!... While I'm on a rant about my dislikes, I can't stand the way every other word is a curse in movies, music and more and more on TV lately.

It's because they use compressors to even out the noise of the commercial. It's a marketing thing that is done at the TV station. Your ears are not playing tricks on you...
Here's how you solve the problem...Get rid of your TV...

Yes, many times commericials are taken from local recievers, but the programs themselves come from worldwide feeds. The feeds oftern have diffrent settings, this causing louder volume

I've noticed that some TV shows and commercials are louder than others, but not that the commercials are louder than the shows.

This does happen, its a way for ad companies to get your attention if you have been drifting asleep during the shows. TV companies purposely do this to increase ad revenue as the companies being advertised get a greater return if you notice their ad's and buy their product.
