I tried using netsh to reset tcp/ip. I re-installed service from nettcpip.inf. I can't seem to get the machine to recognie that it has been issued an IP address from the router.

(I did confirm that the router updates the ip address of the machine in question.)

1. Ensure that DHCP is running on your router, and make sure that you have enough available addresses in the pool.
2. Ensure that Automatic settings are enabled on the NIC in question.
3. Reboot
4. If still no connection, ping your loopback. 127.0.0.1
5. If the ping is ok, replace the CAT5/6 cable.

The pc is not getting an IP address via DHCP from the router.

If this is a wired connection, is it a straight cable? It should be.

Do other pcs get an IP address in the form 192.168.x.y? If so, the router DHCP is working. If not, check your router to make sure it is set to provide LAN IP via DHCP as this feature may not have been activated.

If it is a wireless connection check your config on the router and on the pc because something is not matching.

That's the autoconf address. Your machine isn't getting a DHCP lease either because it isn't trying or because it is failing when it tries.

You can set it manually in your TCP/IP properties to say 192.168.0.2 (assuming the router is 192.168.0.1) and set the router address at the gateway. If that works then the routing and interconnect works you just need to make sure the router is serving DHCP and the PC is trying to get a DHCP lease.

it's not getting refreshed. That IP is a default IP.

Reset the client or if this is a Windows machine, try a reboot or a ipconfig /renewall from a CMD window.
