Plainly speaking, Operation Popeye was an experiment to make it rain more and longer in Vietnam. This was one of several little known experiments conducted during the Vietnam War.

Silver iodine was sprayed into clouds to cause more rain and extend the monsoon season in parts of Vietnam and surrounding regions with the objective of hindering the enemy supply lines along the Ho Chi Minh Trail. The operation was rather successful. The monsoon season extended another month over most of the targeted areas and seemed to be effective in slowing down the Ho Chi Minh Trail supply chain. However, it was not enough to stop it. Then again, carpet bombing didn't shut down the Ho Chi Minh Trail either. The operation started in 1967 and continued until 1972.

What was learned from Operation Popeye is still used today. Spraying clouds with silver iodine is used in trying to create rain in areas experiencing drought. I remember this was done over Southern California during a drought cycle in the 80's.
