Ah Riolu, the little lucario. =)
Well, he needs to have the 6th gym badge, or, just be in canalave city/town atleast.
Go under the gym, he should see a sailor infront of a boat. Talk to the sailor, he'll ask where you want to sail, say Iron island. It's pretty hard, but not very hard to go through the cave, but make sure you have an empty slot in your party! So when you reach the end (well near the end) Riley (a guy you get partnered with in the middle of the cave.) will give you an egg (this is why you need the empty slot in the party) he can exit the island cave and stuff. Then walk around with the egg, it will soon hatch. It's his very own Riolu!
Then if it gets a bond beetween 4:00 AM and 8:00 PM it will be a Lucario!
If he gets a bond at night, nothing happens, you just need to gain it another level during the day for it to be a lucario!

In Pokémon Diamond and Pearl, Riolu is obtained on Iron Island, where Riley, a man who resembles Sir Aaron from Pokémon: Lucario and the Mystery of Mew, gives the player an egg containing a Riolu.
Riolu evolves into Lucario when it levels up during the day and its happiness level is close to the maximum.
Riolu have one of two abilities: Inner Focus or Steadfast. Its Inner Focus ability prevents it from flinching (except the Focus Punch flinching effect), while its Steadfast ability raises its Speed when it does flinch.
Riolu is a starter in the upcoming Pokémon game, Pokémon Mystery Dungeon 2.

Iron works, Riley will give him an egg with it. Make sure he has an extra space, otherwise he has to come back and get it.

you have to go to Riley to get the egg, but it is easier to go to the basement of Oreburgh Gate, there is a veteran with a Riolu and a.Staraptor.
