If they are disposable diapers, obviously it is some chemical. Perfume is one sort of chemical.
If they are washable diapers, then it is probably fabric softener or laundry detergent.

My two kids were cloth diapered all the time and now that I'm incontinent, so am I.
The fragrance of a fresh diaper is nothing more than the smell of something clean. I don't use bleach or fabric softener on cloth diapers, it ruins them.
I can remember when I washed the diapers of my children and hung them out to dry, it was that "fresh air" smell that made them so nice. I don't hang them out any more, I now use a dryer but the last 10 minutes are on a non-hear, fresh air cycle and it isn't quite the same as hanging them outside, but it's close.
I do have a drying rack and when I've got the time I do put my diapers on that and sit it out on the back porch, Again, it isn't quite the same as haning them on the line but it does come very close. I know they always smell fresh as I fold them to put them away.
Good luck.

Yes, it's a perfume added to the diaper.
Ode De Fresh Diapy, I believe.

They deserve to start off smelling good considering what they have to go through!!!
I imagine it's some kind of scent they add.
