depends how high are the clouds


raindrops impact at their terminal velocity, which is greater for larger drops. at sea level and without wind, 0.5 mm drizzle impacts at about 2 m/s, while large 5 mm drops impact at around 9 m/s

It depends on two things - how high the clouds are and how fast the raindrops are falling.

Fog is nothing more than cloud at ground level so if it's foggy and raining at the same time the raindrops will have fallen only a short distance and will reach the ground in just a few seconds.

At the other extreme are some thunderclouds which can extend upwards to 20km (12 miles) if a raindrop fell from the top of one of these clouds and descended at 5 metres per second (18kmh / 11mph - average speed for a raindrop) then it would take a little over an hour to reach the ground.

Typically a raincloud maybe 1000 metres (3000 feet) above the ground, raindrops from this height would take 2 to 5 minutes to fall to the ground (depends on the size and shape of the raindrop).

Depends on the level of the cloud, and how fast the rain drops are falling and if wind is involved it can also be a factor in the speed of the drops hitting the ground, other than it just coming straight down.
