I did not know any State required a permit to purchase a firearm. There is the seven day background check, Federal requirement. But a permit to buy one? Oklahoma requires a Concealed Carry permit as do most States.

Ohio. To my knowledge it is roughly half the states where a permit is not required for typical rifles, a few more require a permit for handguns. The only federal permit-restricted class of firearms is automatic weaponry like a machine gun.
