Of course it was.
Before 9/11 people inside the Bush administration said themselves Iraq was contained and no danger.
Dennis Kucinich knew the story was bogus so did Howard Dean.Who wanted to know could know.
Bush deliberately mislead and scared the Nation to support war.

I think that Saddam demonized himself through his actions. Let's say, hypothetically, he never had weapons of mass destruction. He would have still been a butcher, who slaughtered thousands, possibly hundreds of thousands, of his own people. Mostly people who in our society would be innocent of any crimes.
As to whether the Bush administration used scare tactics to mobilize the American people to war, probably. I don't believe that they had 100% proof that saddam was manufacturing WMD's, but they did have some very strong evidence. They knew he had used WMD's in the past, and they knew he was hiding something from UN weapons inspectors. The fact that they went to the american people with a sugestion of certainty in the matter was probably to evoke fear. People don't like to send their children to war, so if you feel war is necessary, you have to convince them. Often, in history, people have been convinced with fear.

Of course. Lyndon Johnson did the same thing to get elected in 1964. Fear is a tool every politician uses and that has been true since the dawn of time.

Fearmongering at its finest. Bush is under the assumption that if people do not respect you enough to listen to you, you control them with fear to get the same end result you wanted in the first place. So far it seems to have worked for him. Sadly.

That's why I can't understand why Congress didn't vote like Ron Paul did against the invasion.

Of course. Propaganda at its finest. It helped him get re-elected as well.
Most people can see through it, but there is always that 28% that fall for that cr@p, hook, line, and sinker.
