I always use Sir and Ma'am unless noted otherwise by the acutal person. It is a very nice gesture and in my opinion should be used at all times, especially with people you don't know.

up until i was 21 anyone who was 15 or more years older than i was got addressed that way.
in my 20's-30 it was folks in their 60's. now it's no one.

I used it once , he told me to call him by his first name.. althogh he's as old as my mom..
