If you mean it wont start without a keyboard, that is correct. That is how computers work. You cant continue much without a keyboard.

If you mean that you have to have the keyboard unplugged, something is definately wrong.

Gateway System Restore File missing must be a Recovery System File for Gateway. If using Windows, you should insert your disk and either reinstall Windows, or repair windows.

If problems persist, contact the distributor of your computer.

i think the main windows file is missing. probably erased form the C://Windows folder or a virus caused deletion of the file. so im thinking its caused by a virus or someone erased the systemrestore.exe file from your computer. you might have to insert the windows cd in and start the computer with it and boot from the cd and repair it so it can install the missing file or reinstall windows over again so it can format and start a new fresh windows. but i dont recommend that. if your using a keyboard that using the PS/2 connection(most common keyboard connection, the plug is round) then try using a usb keyboard. if using a usb then try using a PS/2 keyboard. but kinda wierd that computer wont start with the keyboard in. usually the keyboard has to be plugged or the computer wont start.

if you were using a ps2 keyboard , try a usb keyboard . 2. Use the gateway restore cd that came with your computer to reinstall the missing file . You may also need to reinstall your operating system .

Try unplugging then plugging in keyboard on boot up, you have to be quick though, try this a few times. I too had problems with keyboard and this seemed to work. Could be problems with the input parts at back of pc, or you may need a new keyboard.

That sounds like a deep issue.
Visually someone might be able to diagnose this issue correctly.
