You have to go the first gym town and behind the pokecenter is the museum. The guy at the counter will revive any fossil you have for free.
Old amber is found after you get the national pokedex and find it underground. It is extremely rare since I only managed to find 2 our of the 80+ hrs I put there.

You have to go to Oreburgh's museum, near the first Pokemon Gym. If you don't have a fossil yet you have to go to the Underground and find one. If you don't have the National Dex yet you can only fine Cranidos' fossil or Shieldon's fossil depending on which version of Diamond/Pearl you have.
