Actually, Forbidden is 403. You get this when you have no rights to access for a document on a site.
Look for RFC 2068 for more details.
EDIT: Here's the appropriate extract from RFC 2068:
10.4.4 403 Forbidden
The server understood the request, but is refusing to fulfill it.
Authorization will not help and the request SHOULD NOT be repeated.
If the request method was not HEAD and the server wishes to make
public why the request has not been fulfilled, it SHOULD describe the
reason for the refusal in the entity. This status code is commonly
used when the server does not wish to reveal exactly why the request
has been refused, or when no other response is applicable.
10.4.5 404 Not Found
The server has not found anything matching the Request-URI. No
indication is given of whether the condition is temporary or
permanent.

This simply means that when your browser went looking on the internet for an address, depicted by you, it could not find it. This is the default page to there's no internet page anywhere with that address.
It is not uncommon that when you click go in Internet explorer, that it doesn't always hear your command properly. This will give you a 404 as well.
Just refresh the page and it should load for you.

Can't, the 404 error means you do not have assess to that resource on the net..
either that or you;re missing a login somewhere.

It's an error from the web site/server that you are trying to get into. You don't have security rights to that server or the page your trying to get to doesn't exist. There is nothing you can do about it.

404 is actaully "Not Found" error, this means the document can not be found what are you searching for, that means they are not present at the moment or permamently.
You can't bypass that problem, it's server side issue.

it may be a moderator only page or a page only wiewable by a certain user or a page that doesnt work or a php error.
