Never ever has it happened. Strength always comes from military power, and if there is no military will, there is no will to exist at all.

Even Switzerland, which is neutral and has managed to stay out of the 20th centuries wars, has done so exactly because it has had the will to defend itself, in the Alps, against all aggressors, making so no one wants to attack them.

For a long time China was a bit like this. Traditional Chinese culture despised soldiers and soldiering. 'One does not make good iron into nails, one does not make good men into soldiers.' The Chinese also knew that their nation was large enough to absorb any outside threat, such as they were at the time (ie before 19th century).

I can only think of one - Easter Island. They never had a opponent in approx. 800 yrs. Most of the world didn't even know it was there.
