I am thinking of Nazi Germany in the 1930s, and the various Latin American states during the Cold War. Also, I read that South Korea in the 1970s had some sort of puppet dictatorship supported by certain prominent capitalist powers.

Political expediency. You're not picky about your allies when you have powerful enemies to worry about, for instance. Alternately, you might support a dangerous state - like Nazi Germany or Communist North Korea or Theocratic Iran - in the hopes of 'apeasing' it, so that it won't take up arms, or, at least, won't take them up against you.
