Google are starting to become a little fussy with web sites they approve adsense for, the basic rule is whether you are adding to the users experience when they visit your web site. If you little to no content, and lots of links, probably your adsense site will no be approved.

Or, even if it is approved, you will find you probably won't make much money out of it, since the majority of visitors who you entice to your website will arrive, and leave.

Gone are the days when you could just put up a simple site, add adsense and wait for the checks to arrive from google.

Focus on some great content on your site and you will do very well in the long run.

I have listed a source for software to create web pages for you. This is a reputable, and well respected package.

Also, I've left you the link to a great adsense book you should consider purchasing. This guy is a master of adsense and give you great information about adsense placement, and all sorts of useful things.

basically, yes. If you have a website, you can apply for google adsense, obtain the HTML codes from them, imbed them in your site and off you go. it takes a LOT of traffic and click throughs to really make any money. But there is nothing from stopping you! You can also add google adsense ads to blogs, as well. Good luck!
