An ISP is allocated a certain range of IP addresses they can use. The range is usually right in a row (64.1.1.1 to 64.254.254.254), but sometimes they run out and need to buy more...so they might get 115.1.1.1 to 115.128.128.128 or something like that.

Each connection to the inter net is it own Ip address or internet protocol www.ipchicken.com can tell you your current Ip if it is dynamic. Dynamic ip changes often where a static ip does not A static ip if it is 206.248.18.46 will always stay the same.

the numbers correspond to ip numbers assigned to a isp.
Computers referred to as "dns servers " ( dynamic naming servers convert that complex numbers to an easier to remember form such as www.aol.com)
You do not really need to know the numbers just know each connection has distinct number for networking ( as your computer does)
