Why is it that almost all Hispanics (especially youths that grew up here), those that drive nicer cars or anything with shining rims always pull their window down, with loud music of some sort, and look over to see if you see them in their nice cars or rims (and make sure that you see them) - and switch watch from one arm to the other to make sure that it's the arm on next to the window so that people driving by can see it? Same goes for tattoo?
Is it necessary? I know all race have people that do the same but generally I have seen the most in Hispanics youths. And they drive recklessly too.

I see disrespectful morons of all races doing it, primarily those who are into the hip-hop/rap culture. They don't particularly care that not everyone within a few blocks cares to hear the garbage coming out of their stereos or the nerve-wracking rattling of the metal in their car. I'm sure it is a mix between being attention junkies and trying to be what they think is cool......too bad these silly fools aren't bright enough to be "cool" without disrespecting everything and person around them.

First off, dont generalize based on the actions of a few.
I do this lots of the time, but not all the time. Im explaining the logic behind, so dont thumbs down because you dont like it.
The same could be said of the majority of teenagers. Its not just hispanics. Its whites, blacks,hispanics, brown, asian.
If you have a nice whip (car), the whole point is to go fast, and make sure people notice the ride. On normal city roads ill go just over the speed limit, but im always safe, signal, stop at stop signs, all that crap.
Its a status symbol. Why buy a bumpin 700 watt amp, and two 10 inch subs, if your not gonna turn it loud?
Same reason for tatoos. Why get one, if your not gonna show it off to people.

I am 33 year-old white guy and this sorta thing was cool when I was in high school. The back of my camaro was stuffed with two 12" subwoofers and a 250 watt puch amplifier. I honestly believe that this is why I have trouble hearing these days. But back then, everything sounded better loud...from cypress hill to metallica...from nine inch nails to hank jr. ... and yes, even some fito olivares from time to time...

And I am guessing the reason that anybody drives with the windows down is so that they can get some fresh air.

It's fun to do...drive through the neighborhood with the music blasting in a nice car and the windows rolled down...I can see why you'd think this is annoying though.
It's just that in the summer especially...it gets you feeling really good =)

Probably for the same reason young upper-middle class suburban Orthodox Jewish boys under the age of nineteen (with two parents and nice houses) feel the need to pretend they are ghetto and Black. They particularly enjoy driving their Daddy's BMW or minivan around McDonald's looking for blonde, blue-eyed Gentile girls in tight jeans and high heel shoes. They have to blast hardcore rap and pump up the bassline. Not that I really care, it is just funny.

It isnt just hispanic, its all youths almost. And maybe they are just proud? and they want to show off (its not a big deal everyone would want to show off that) It seems a little bit racist (not saying you ARE racist because you probably aren't you were just making an observation) that you would say its just hispanics.

That's not a Hispanic thing at all, that's a youth thing. Whenever I'm with my white or black friends, we bump the music, roll down the windows, blaze it up. Especially if it's a nice car, people better recognize!
