Why do women wear them and not men?

probable origin would be the first skin worn for protection by early man.
Men do wear them, in cultures other than ours, they are not usually called dresses tho. The most obvious that comes to mind would be the scottish kilt, the japanese kimono, the polynesian sarong. There are others I am sure.

The dress started off as a shirt and a skirt sewn together. I guess men did not wear them because of the skirt part.

I don't know. It is considered feminine. A guy in a bikini doesn't look feminine. It's a free world.
