You can create a website for free (with the right software).
What people pay for is hosting, and that makes it accessable for other people to view.
If you would like to create a (bad) website for free then try Yahoo! products. To create a better website, with easy to use software, try Homestead (.com). Compared to other companies they are more expensive, but it is worth it because you can creat things fast and easy.

You have to register your domain. There is a fee for this both initially and every year after that. You need to go to a registrar to register. The domain is in the form www.xyz.com.
After that you need to host your site. There is a fee for this. The fee is dependant upon your site's size and the traffic it gets. You need a web host for this.
Of course, you need to design your web site and upload it. Most people use a web site editor; others write it in raw HTML code. Even if you use an editor, you will often need to use HTML code to do things you cannot do within the editor.
I have had my business site for several years.

There are many free hosting sites, but they give domains like *.freehostingservice.net , and they add advertisements to your website.
If you don't want this, you should buy a standalone domain, and pay for one of the above-mentioned sites to remove the advertisements, or install your own HTTP server.

i know some places where you can make your own websites, but i forgot the addresses, and you dont have to pay for them usually. if you want a super good one, you might have to pay, but for the ones i went to (sorry i forgot them) i didnt have to pay to make one.
