Is it possible for a company to make it mandatory to get health insurance?

Yes, it is legal. The reason they do that is because there are certain insurance companies that demand either 100% participation or the rates go up by a lot.

To join their group policy? Better check with the insurance commissioner. But why wouldn't you want cheap health insurance?

A company can make any rule it wants for employees (as a qualification for employment) provided it doesnt discriminate or harass it's employees.

No it is not. If you have a spouse you could possibly get insurance through them. Health insurance is a benefit, not a requirement.
