No. All Pentium 4 Processors do not support, 64-bit operating systems. Intel's 64-bit processor is now known as Intel® 64 Architecture. It was earlier known as Intel® Extended Memory 64 Technology, or Intel® EM64T. So, if the processor comes with an EM64T label, it would support a 64-bit operation. Intel says this on their site:
64-bit computing on Intel architecture requires a computer system with a processor, chipset, BIOS, operating system, device drivers and applications enabled for Intel® 64 architecture. Processors will not operate (including 32-bit operation) without an Intel 64 architecture-enabled BIOS. Performance will vary depending on your hardware and software configurations. Consult with your system vendor for more information.
If you want to test a particular processor (on your PC), download the Intel Processor Identification Utility. It will list the technologies, including 64-bit operation, available in the processor.

I did a processor search on Intel's website, and it returned 63 results for Pentium 4 processors with EM64T. The lowest specification Pentium 4 with EM64T was a 2.66 GHz LGA775 processor. So, you can be rest assured that processors below that speed won't have EM64T.
This is the sole Pentium 4 Extreme Edition processor with EM64T, a 3.73 GHz LGA775.

If it says EM64T on the box, it does
If not, try this utility from Intel:

It'll check your processor - then click the CPU Technologies tab
When it says whether or not you have Intel(R) Extended Memory 64 Technology, it means you have or haven't got 64bit.

i highly suggest not to install 64bit, you only want to do that for 3gb+ ram compuers, plus many programs do not work on 64bit let alone a xp 64bit which has even less support than vista 64 bit. Your system will run slower on 64bit with only 2gb ram.
