She just has a naturally shocking personality ...

Her clothes may be the key. Like nylon stockings has been proven to increase static electricity among workers of electrostatic sensitive electrical components and have (in places) been prevented from wearing such garments.

There may be other factors like the condition of her skin. Oily ness of skin. The kind of shoes and floor she walks on. the humidity of her room. Note that a dry room takes time to take moisture our of a new person coming into the room and so may leave before the static effects becomes really noticable.

She probably has about 100 to 150 picoFarads of body capacitance, just like every other adult human being on the planet ... nothing special about that. It's probably her new shoes that have high dielectric soles.

She was probably bitten in the hospital by an electrostatic spider that rearranged her DNA so that her cells could hold more charge.
