Some are just naturally born with this power (I would assume they at one point and time had a wizard/witch in the family...down the family line). And Hogwarts contacted Harry in the first book. I would guess that since there is a department "Misuse of Magic" that department would catch on to a child with magical powers and inform Hogwarts.

A Muggleborn is a witch or wizard born to all Muggle parents. Examples include: Hermione Granger, Colin Creevey, Dennis Creevey, Justin Finch-Fletchley, and Lily Evans.
Magic in Muggles sometimes just shows up. There really isn't an explanation for it, but I would reckon it has something to do with their genes. They hear about the Wizarding World when they are accepted into Hogwarts (or where ever they go to wizarding school). Someone from the Ministry of Magic comes and delivers their letter and explains everything to them and their parents. JK Rowling has said it wouldn't be a huge surprise to them because they would have noticed their child was different long before hand when they started showing their magic.

Muggle-borns have no magical heritage. They do not need to have magical parents or grandparents in order to be magical. They have the same magical ability as anyone else, but it came out of nowhere. They hear about the wizarding world much like Harry Potter himself did: through the Hogwarts acceptance letter and their first trip into Diagon Alley.
The opposite of a Muggle-Born is a Squib, which are more rare. Squibs are non-magical people born to magical parents.
There is no rule as to why certain people have magic and some don't. Some of it is based on genetics, and some of it is random.

The Hogwarts and I think the magic commuity at large has some sort of sensing device that can detect magic...just like how they knew Harry used magic outside of school. When they're old enough, they get a letter...like Harry did, to come to the school...Harry is a 'muggle-born'...so his getting the letter by owl would be the same as any other muggle child getting it.
They get their magic from just being born to it. Just like in some familys a child born with blue eyes and then the next one born has brown like the rest of the family.
I look at it like I do with X-men...some people are born with the Mutant x gene and some people aren't...so the same goes with magic...and if you recall from the book not all children born of two magical ones have magic...

In Harry Potter, there are some rare muggles who are gifted with wizarding powers. Wizards are usually on the lookout for these gifted muggles. When they find a muggle, the introduce them to the wizarding world. Hogwarts gives a certain amount money (enough to buy books and stuff) to the students who can't afford them. Eventually, these muggles find a wizarding financial way to support themselves. How the muggles got their powers, that is still unknown. However, in the last book, the Ministry created the excuse that muggles STOLE the wizarding powers to attempt to kill the muggles. Of course, we realise this is not true. Hope this Helped! - KK

Sometimes a wizard will pop up out of nowhere in a family because somewhere in the family history someone was a witch or wizard. And they hear about the wizarding world through thier family or if not from the letter from Hogwarts.

hermione is a muggle born.she has muggle parents.muggles r non wizarding folk..other folks who haf muggle parents is justin.hermione is a v powerful witch despite being muggleborn.she's d 2nd most powerful student in hogwarts,after harry.
