This expression does refer to the Bible story about Jonah. You may already be familiar with this story, but some of the key elements will help you understand how the expression "belly of the whale experience" makes sense in other situations.
Jonah was called to perform a very difficult task he did not want to do. Instead of responding to the call he travelled in the opposite direction as far away from where he had been asked to go as possible. His efforts to avoid the task involved a trip on a boat. A storm arose causing the boat to overturn, and as a result, Jonah ended up being swallowed by a whale. Jonah did not die from the experience, but remained for several days in the whale's belly. During the time he was in the whale's belly he had time to seriously reflect on his life and circumstances and finally was able to admit to himself he had avoided his responsibility and wanted an opportunity to face up to the difficult task that he had been asked to do. Eventually, the whale came to the shore where he had been called to go, whereupon, Jonah was expelled from the whale's belly. Jonah then went on to sucessfully complete the task he had been asked to do.
To have a "belly of the whale experience" generally involves intense soul searching in the face of a very difficult task. The experience transforms your character, strenghtens your resolve, and provides you with the courage and inner fire necessary to overcome serious obstacles. You are then able to attack the challenge before you where, before, you were afraid and unprepared to succeed.
Hope this helps.

It is relating to a story from the Bible where Jonah, a prophet of God ended up in the belly of a whale for 3 days and 3 nights for disobedience to God. God commanded the prophet to go and preach in Ninaveh, apparently a sinful city, about repentence. But Jonah had prejudice against that city and he went to Tarsus (another city) instead. He got on the ship to go to Tarsus and slept in the deck. On the way the ship met with a disastrous situations and Jonah admitted that it was because of him and asked the people to drop him in the sea for their safety. A whale swallowed him and finally spit him Ninaveh... in three days after he prayed from the belly of the whale......
To answer your question this is the "belly of the whale experience".. It is a situation in which you are desperate for help to get out....

Read the story of Jonah. Basically, Jonah was disciplined by God for not obeying His commands, and he learned his lesson from living inside a large fish for a while.
And I thought Sister Agatha in High School was strict.
