There is actually an index that appoints values for certain government characterists that creates a ranking of government corruption. I believe it is called the transparency index or the corruption index...a google search should provide the correct name. I'm pretty sure that the World Bank organizes it.

...also, I think it is Sweden, or something like that.

Everywhere! is the least and everywhere is the most; where there are there are people doing wicked actions, there will be people doing good actions; where good reside more evil less, where evil is more good is less. Where there is too much heat there are no people, and where there is too much cold there are no people. Only where both good and evil can survive are the most currupted places in the world. Where they can heat and live , and have clothing and materialism.
Deserts people don't stay in, and cold rivers and lakes below zero.

U.S.A. and U.K and other developed countries are the least corrupted nations in the world because of their good,tough and reliable law enforcements and respect for sacred human lives.They don't play politics with real human lives.Yes,corruption is everywhere but in these nations the politics is a bitter sweet
like naughty children.The political leaders don't assacinate each other for political laws and rules unlike India who has a history of doing this kind of dirty jobs.

Maybe you should rephrase the question and ask "Which is the least money hungry?"
I mean, whenever a human being has any type of power there is always going to be room for corruption. So all countries have some sort of corruption in one way or another!! and remember, its alway about $$$$.

Switzerland, is quite safe from any kinds of corruptions...
But the king of the hill is Bhutan... I guess nobody has ever heard of this country before?

I said Bhutan, because there are nothing there to corrupt...
Outside influence is almost inexistant, and government infrastructures are minimals...
