Because, if you put it in perspective with History, Germany has kept France under its control by sending 900000 soldiers in French territory. Now Irak, that is about the same size and population of France at the time, only have 150000... Which is still far from enough to control ALL of Irak. Which told me, that the US never REALLY intend to control all Iraq in the first place.
The troop surges are only to slap the Iranian in the face in the next two months... Nothing to do with Iraq...

To those who keep claiming Bush's stupidity...
It's far too easy to say that Bush is stupid, and that gives him too much latitude as far as holding him accountable for the choices made.
By no means is he an orator of great eloquence!
Bush's "stupidity" is more the quality of Arrogance that no one else but he is right. He patronizes those who do not agree with him since "he knows better" and will "lead" us even if we are unwilling to accept what he knows is the right "course".
Further, he takes the additional step of accusing his detractors as being disloyal and un-American. The decider has decided he is right therefore any and all who disagree or question him are wrong.
Follow the money. This war is about enrichment and resource control and a blind policy of intervention in other governments to maintain the hegemony of the United States at any cost over those "perceived" to not be falling in line with the interests of those in power in our government.
Don't mistake his arrogance and disdain of of a majority of this country as stupidity.

Major operations did stop then. Now we are fighting insurgents who have been armed by Syria and Iran who do not want the state of Iraq to exist as a democracy and thus be an influence on their citizens.

Well, since I am not a military strategist, I don't necessarily know the answers to all these questions. Luckily, our military has expert strategists, and the top people on the ground in Iraq said we needed it, so I am inclined to go with their judgement. They are the ones in the line of fire, and they should know what they need to succeed.

Because Bush just isn't that smart. Neither are those who still support his policies.
He also stated that America is not into "nation building". Neo-cons simply discard any previous statement Bush makes and eagerly seek ways to excuse each lie Bush has ever told.
