Not "necessarily." There are fowl at my lake who do the same, & they are NOT ducks. There's even a huge brown goose who didn't migrate with the others & has joined the Canadian geese. He has emulated their dignified walk, & even their voice. A bit like, if dogs have four legs, all animals with four legs are dogs. Just for laughs--it could be a dwarf, or a small child in a duck costume!

In most cases it would probably be a duck, but it could also be something that just looks like a duck, walks like a duck, and quacks like a duck. it's all a matter of opinion, really.

it could be a duck but maybe its a goose or it could be a guy walking around in a duck suit quacking at everyone
