I have tried a lot of things and I think the best things to do are to use bright colors because they make your eyes look bigger. Also, try to line both corners of your eyes with the eyeshadow because that way they look bigger and it makes them pop. Don't put a lot of eyeliner on because that actually makes eyes look smaller, but try to experiment with different colors of eye liner because certain colors can make your eyes stand out really nice. Try to avoid really dark eye shadows because that will also make your eyes look smaller. Mascara helps too. Also, if you have any dark circles under your eyes, try to cover them up well with concealer. This makes your eyes clearer to see and it makes them look more noticable. I hope this helps! =)

I bet you have beautiful eyes! My suggestion would be not to focus JUST on your eyes, but to use all of your makeup in a way that really makes your eyes stand out.
Start out with a nice uniform foundation - I really love this mineral foundation system: http://www.bareescentuals.com/
It may cost a little more, but you use very little so it lasts forever and gives you a gorgeous healthy glow. Be sure to choose a natural color - you want people to notice your eyes not your unnatural ORANGE skin tone ;)
Next choose a little warm/earthy blush to highly your cheekbones. Then apply a complimentary lipstick/gloss. Keep these colors more on the neutral side so that you can focus the "color" on your eyes.
What color is your hair? If it is black or dark brown, you can easily use black mascara and eyeliner. If your hair is lighter or red, you should choose brown colors. You want to look gorgeous - not unnatural.
Apply eyeliner pencil along your eyelid near your upper lashes and along the lid under your bottom eyelashes - no matter what color you choose to use, SOFTEN the line with a smudge brush or sponge. Use shimmery base color of eyeshadow over your eyelid and apply a complimentary color (to your outfit, to your eyes - you decide!) in the crease and a little near the outer part of your eyelid. Some people place a lighter shade of shimmery shadow above their eyes and just below their eyebrows - a pearly color can be especially pretty here for an evening look.
How are your eyebrows? Always keep them groomed - you can have great eyes and have overpowering eyebrows! Look here for grooming tips: http://www.wikihow.com/Groom-Brows Eyebrows can be a little tricky - if you are uncomfortable grooming them yourself, don't be afraid to consult a professional (ask at the place you get your hair cut for starters or find a local spa).
Personally, I think that eyelashes can have a HUGE impact in really making your eyes WOW! The first think you want is an eyelash curler - using an eyelash curler is far more art than science. Her is a quick tutorial on how to use one: http://beauty.about.com/od/makeuptrickstips/ht/curllashes.htm
The best thing is PRACTICE! Mascara can be your best friend or worst enemy - this requires a lot of practice too. I can tell you that there are a lot of really crappy mascara's on the market. I've wasted a lot of money buying them and can personally recommend one inexpensive "Hi Fiber mascara by Jane" and one that is more pricey "Lash Perfection mascara by Max Factor". These are both awesome and should be applied to both upper and lower lashes to give you a uniform look, making your eyes really beautiful.
Beauty is such a personal thing - confidence has as much to do with beauty as your look does. If you want to be sure that your eyes "pop" - spend time trying out some different products when you aren't going anywhere and really get a feel for what techniques and looks make you feel pretty and most confident.
Some places (I love Origins or Body Shop for this) have great products and will spend time helping you to try them on and can even provide free samples sometimes. Why not spend an afternoon at the mall and let the professionals help?
I know I've rambled too long - but one last thing... No matter how much or what kind of make up, if you don't smile, your eyes will be dull. If you really want your eyes to be noticed, smile and laugh - enjoy life, smile and everyone will notice how gorgeous your eyes are....

1. Brush a light shadow from lash line to brow. Add second layer from lash line to crease.
2. When applying liner, widen the line at the outer edge to lift the corner.
3. An icy blue eyeliner along the lash line will open up "heavy" eyes.
4. Use an ivory or white highlighter beneath the brow. Your coloring will help determine the color you choose
5. Always curl lashes BEFORE applying mascara.
6. Apply mascara to the bottom lashes.
7. Make sure your brows are manicured.

Use a tiny bit of eyeliner. Also get a highlighter cream (whitish beigish eyeshadow) and but it on the inside of your eyes as well as under your brows. Next curl your lashes and apply black mascara.

1) Groom your brows well. If you have a small face overall, then make your brows a little thinner & more delicate so they are in proportion to your features. Keep them neat w/ clear mascara, so they frame your eyes well.
More about grooming brows: http://www.cosmeticscop.com/learn/makeup.asp?ID=175

2) Curl your lashes & apply a lengthening mascara. Use a lash comb or spoolie to remove clumps.

3) Try contrasting colors. e.g. brown shadow makes blue eyes pop
