yes, all organisms "communicate" with one another in some form (chemical, verbal, physical, auditory).

They tend not to communicate by sound, although they do have ears and can feel vibrations. Some fish communicate by sound, I am sure. I can't think of any right now though.

They tend to communicate visually or chemically. An example of this is the bluehead wrass: when the adult male fish are removed from a population of bluehead wrass, the biggest youngster will transform into an adult male (even if it's female). How does the youngster know to transform, how does i know it's the biggest, and how can others tell when the adult males have gone? The only explanation is communication, even on a simple scale, but I have a funny feeling that fish have a lot more complex communication systems than we think.

Another example is the deep see anglerfish. It has a rod with a glowing, sticky ball on the end. This is communicating to smaller fish that it is prey, and to come and get it. It might not be conventional communication, but it is still communication.

Different species have different ways of communicating. But generally for most fish, body-language is the most important form of communication we know about.
Simply put, I can tell if my mosquito fish are going to mate, fight or tease each other just from how they look. Position of fins, etc.
Humans do the same, You can usually tell someones mood from their face, well with fishes it's fins (by and large).
