Yeah, it's pretty weird. I don't know if they're all like that but there's a neocon in my town council that is always all over me. He hates my politics, but can't debate anything without drooling all over me at the same time. This guy knows I'm married and couldn't care less. He is mega strange.

Report him to the dean and the university President. That kind of behavior should get him fired. He is there to teach others, not pick up students.
A professor can get released for that even if they have tenure, by the way.
