What are the restrictions of the MLB in drafting players from Japan, aside from the sheer logistics?

I think essentially, many Japanese players don't look at the MLB as a step up from the Japanese league, therefore, they don't make themselves available to be drafted.

Most Japanese players play on teams in Japan and are under contract so when they want to go to the draft they are unable too and are signed as unrestricted international free agents. Either way they get paid a lot of money.

Japanese baseball players are limit to be in the draft. Because they played for their team in Japanese's own baseball league call Nippon Professional Baseball as has two conferences as Central and Pacific Leagues. They needed to improve their skills as don't want to be tryout in MLB. When MLB team wants him as sign him highest and new contract that whats he wants.
