Do these popups say "Messenger Service" in the title bar?
If so, then you are using an older version or (un-updated) of Windows (pre XP SP2). These type of popups often exploit the Messenger Service in your Windows OS, which after XP SP2 is disabled by default.
A popup blocker "thingy" will be of no help in this case.
You have 3 choices to end the problem.
1. You can disable and stop Messenger Service by typing "services msc." (without the(""s) into your Run Box and then disabling and stopping Messenger Service.
OR
2. You can use the free utility called Shoot The Messenger to automatically disable this unnecessary service.

Please note that Windows Messenger Service is not the same as any Instant Messenger program that you may have on your computer. Disabling it will not cause you to lose any IM functionality that you may have.

3. Update or upgrade your operating system to at least Windows XP Service Pack 2 (SP2).

You have spyware. Try downloading and installing some spyware detection and removal tools (my choices--not everyone's--are Ad-Aware and Spybot, free for personal use). Download.com is a good source for info and software, free and commercial.
You can try a free on-line scan, Housecall. Google Trend Micro Housecall.
If these do not solve your problem, make sure your spyware is updated, then....
Turn off system restore (in XP, right-click My Computer, choose Properties, then System Restore tab) and restart in safe mode (F8 while starting).
Run full system scans--won't hurt to do virus as well as spyware scans.
Restart. If OK, turn System restore back on.

Did you download and install a trial version?
If so, uninstall the program and it should stop annoying you.
If not, add the address to your pop-up blocker software manually, it may not be listed as a pop-up to block.

Always try to clean your computer in safe mode if possible. To do it press F8 continuously right before you get the Windows logo screen after starting the computer.
If the free antispywares don't do the job, you could try the best one to my knowledge, it's XoftSpy which can be downloaded directly from http://redir.juzaz.com/?site=XoftSpy

Download ad-aware and spybot search and destroy. (anti-spyware programs). Run them and that should do the trick.
