No - he signed a letter of intent to attend Miami, but went straight to the pros. He was obviously offered a scholarship, but instead went into the draft at the age of 17 - that's the reason he reached the majors when he was only 18 years old.

Miami was also talking to A-Rod at one point about coming to the U. to play QB for the football team.

No. If he had, he would have gone to Miami (he signed a letter of intent) but he got drafted first overall out of High School, and he decided to go for it. A good decision, as it turns out.
