You have pretty eyes. Since you seem a bit hesitant about what kind of arch you want & tattoos are permanent, I recommend you try growing your brows back w/ Rogaine.
Excerpt from Oprah's website: "Eyebrows grow more slowly than other body hair (for which we should probably be grateful), so be patient. But about those bare patches: Zealous plucking or waxing, which repeatedly traumatizes follicles, may result in permanent hair loss, says Katie Rodan, MD, clinical associate professor of dermatology at Stanford University School of Medicine. Try topical 5 percent Rogaine Extra Strength, applied with a Q-tip to the areas where you want regrowth. If the follicles are still viable, you should see results in four to six months. Till then, fill in the gaps with brow gel or pencil (both adhere to the skin better than powder) one shade lighter than your hair color, and blend with an eyebrow brush, says Ramy Gafni, makeup artist and founder of Ramy Beauty Therapy cosmetics." http://www.oprah.com/health/beauty/health_beauty_200404_eyebrows.jhtml

What you have developed is stress reliever. That becomes an bad habit then later becoming an addiction. In your case you pick at your eyebrows. First get rid of all of the tweezers and pluckers in your home. Try something else to relieve stress, box, draw, sew anything that makes you happy and keep you healthy. Don't tattoo the eyebrows on bad idea cause if you want to change them again you wont be able to.
What you do is buy MEN'S ROGAINE that restores hair and but (A TAD BIT) on the area that you want the hair to grow in . Just to see how it does do it only maybe once or twice to see the results

Maybe you have Trichotillomania?? (Disease of pulling out your own hair) A mild case, yes, but it sounds like an obsession.
I think permanent will be good for you. But I think you need more of an arch, your eyebrows are too roundish, if you know what I mean. Eyebrows are SO important in shaping the face.

ok, i know exactly how you feel. i have eyebrow issues to. ok, i know that you are opposed to using and eye pencil, but this stuff is the shi.t! it works so good! it is maybelline eye shadow but it works sooooooooooooooooooooo f ing good!!!!! i used it because i got my brows lightened and the girl made then way to lite and so i put this on my brows and it made them look prettier than they did before i even got them colored!!!! i swear on my life this is the best product on the face of this earth!!! i wood die for it, it is that good! and im not just saying that... ok so your first problem was getting perm. makeup done in the 1st place! u shood never get anything perm. like that especailly on your face, cuz once you give it to yourself, you cant take it back! so what you should do is get your brows waxed to the shape that you want (even if it duz mean making them super thin, because u are going to use the maybelline to fill them out better). waxing as you prob already know is like 15 20 bucks, so it is not a fortune. and just wax them so that you can mantain a shape, and with that shape color them with the shadow! good luck

In as much as I hate to tell you, let them grow out. Yes it will look awkward, but you need to be reminded on where your natural brow used to be. Only pluck the strays and not the ones that need to be on your brow. Plucking can be sooo addicting! Once they are thicker, go to someone who specializes in eyebrows and have them shape your brows correctly.

in my opinion they look a bit too thin for your face. the only thing i can think of, is to let them kinda grow out and then you will have to reshape them. without letting them grow out you won't be able to get a new "form". But once they are completely grown out, you will be able to reshape them however you life. Its not very pretty I know. But within a month you should be able to fix them.
