3M spray brand. You can get it at upholstrey supply houses and it is a spray adhesive for foam, headliners and works great. I think. The can is white with red on it. The clerk should know what it is.
This stuff is no mess, it's in a spray can that you can adjust this the width of the stream. The back of head liners is foam and it sticks it to the molded fiberglass form in the roof of cars. It even glues pieces of foam together. Good luck.
Added later:
I do upholstery and work with foam alot. I have tried everything and this works the best. This spray glue is made specially for working with foam products. This should work with the polystyrene. If it won't melt the foam for cushions it wont melt this. Spray on both pieces, let get tacky and stick together, hold for a second or 2 and there you go. The tacky glues may not be as fast drying.

For instant stick, you can also use a glue gun.... BUT you must use a LOW-temp glue gun, not a HI-temp glue gun or you will melt the polystyrene. (Regular glue sticks work in either type of gun, and become the temp the gun makes them.)
High temp hot glue guns reach 385° F ...but low temp guns which reach only 250° F won't melt it and are even suggested for use with it.
If you have only a hi-temp glue gun, just let the glue cool for a second or so before contacting the foam.
Otherwise, use Spray77, white glue (tacky would be quicker), or an epoxy glue.
Anything with a petroleum solvent in it will melt the foam too.

THey are all wrong!!! TACKY GLUE! It stickes EVERYTHING together. I use it for everything from popcicle sticks to repairing my jewlry box! It is awesome. All craft stores carry it.
