From another country of the EU, with a passport showing its vaccinations. Does it need to be quarantined?

Some countries yes and some no. Check out the consulate website for the country you want to visit to see what their rules and regulations are.

I think as long as you have shot records for Germany , the animal does not have to be quarantined.

I know in the UK 6 -8 months because its an Island.

Should be fine as long as it has a passport, full vaccinations etc, theres lots of info on those links.
And you don't have to go through quarantine coming from another EU country.
