This is hard to answer, and better to have a person right there to try one thing or another. The Dell Dimension 4600, did that originally come with XP, or are you trying to upgrade? If you're upgrading, then I'd recommend you get into the bios, while the computer is booting, and change the boot sequence. As an added precaution, I not only put the CD first, but I also de-select the hard drive... just in case. I cannot remember the hot key to get into the Dell's Bios, I haven't messed with a dell in a few years, sorry! Try the Del key, (it should also say on the startup screen, unless it's been disabled)...
Once you change the boot sequence, go ahead and restart, and when the CD boot comes, you'll get a black screen, with the letters; "hit any key to boot from CD" well, then go ahead with your install... if that is in fact what you're doing... as I said, hard to help with limited information, but I hope this helped! As your system is first booting, continually press the either the Del and or the F1 key. This should get you into the BIOS. You need to change the "Boot Sequence" so that the CD is first. This is usually done in the "Advanced BIOS Settings". In you Dell it may be a bit different. Do a little looking around.

If you're trying to boot from the CD, the CDROM device needs to be set in BIOS as the first boot device. Also, once it is, you will need to kee your eyes open for the "press any key to boot from CD" message during the startup sequence.
On most DEll PC's, at startup, start tapping te F10 key. This should give you a one-time boot sequence option. You will see a list of choices as to what device you wish to boot from just this time. Choose the ATAPI-CDROM device and for that one boot up, the system will first look at your CDROM as the first boot device.
A better question to ask is, WHY are you trying to boot from an XP CD? Are you trying to reload the system?
