It doesn't take long for rotors to get a coat of rust on them. Especially, if they wash the car often. Dealers have so many cars it is hard to move all of them every few days or so.

Because the cars sit for long periods of time and get wet from rain and frequent car washings. These are steel parts and rust easily on any vehicle. No big deal.

From the cars sitting, once a week or so they have a service come in and spray down the cars (wash them).The rust is from that.

cause any time you wash or a car or get the brakes wet and then let it sit you will get rust in a few days .. its normal and nothing to worry about
