I do not see what this has to do with why or why not god is clever
All animals have adapted to the earth as best they can. Whether or not they have wings is because of evolutionary changes. Some birds didn't find it necessary to fly because in their current environment they either consumed to much energy flying as it wasn't efficient for them to fly. Their needs might have been met because the food in their environment was plentiful and the need for wings or wings that can fly was absent.

Take for example the kiwi bird;
The kiwi is a small flightless bird that lives in New Zealand
For a bird it has rather unusual aspects
One its nose is extremely sensitive and is able to pick up scents underground(peculiar amongst birds)
All of the foods it eats are located on land they eat worms seeds etc.
The kiwi is believed to have evolved as is because it tends to lay VERY large eggs . Their eggs are almost as big as them
Their food is usually or at least was abundant were it lives
However because of human population this rare animal has become endangered. Being able to fly would be an advantage to most birds because they could get away from predators and scavange for food.
However were the kiwi lives there were seldom any predators and the food was abundant.

So you see the reason for flightless birds is the product of evolution.

From a christian view:
God made all of its animals unique in their own way

Hope this answered your question

As a gift for man. What is one of the most common of birds today? The chicken!
Flightless, but domesticated by man, its now one of the most widely found birds in the world. More successful than almost all the flying ones!

Well Maybe their ancestors did fly, Also condition do change and so did the birds diet.. And they started eating things that made them so big that their wings can no longer support their weight.. There are so many reasons why things like that can happen.. Why don't you try reading more and maybe just maybe you will understand how things like that can happen.... And like it or Not God is perfect and God has his reason for everything and some of those reason, Man-kind may never understand................................................................................

Because an ostrich may not know where to fly to..and why. ps. Not being sadistic..but have you ever punched an ostrich in the head? Come on..They are used for feathers, skin and meat...You do not !! want to apply this tactic to cassowaries in Queenland rainforests in Australia..they will disembowel you...Are Kiwis extinct..like dodos? Are Pandas regressive according to the 'rules' of evolution?

For variety. This is to assure if any apocolypse were to occur, and perhaps all flying animals were eliminated, some forms of birds would still exist.
