The USB 2.0 means that you need USB version 2.0 to use the drive. If your computer is more then 3 years old, it may only have USB 1.1

The 16x&18x means that it can read/write disk at up to 16 times the standard speed.

The +- means that it can use both types of DVDs, + and -

The R/RW means it can use both "R" type DVDs, which you can only burn once and they are permanent after that, and the "RW" CDs which can erased and reused.

The Dual Layer means it can use the newer CDs that have two data layers on them, allowing you to put twice as much data as a single layers DVD. Over 8 gig, instead of only 4.7. But most DVD players on the market can not yet use Dual Layered disc.

Dual layer refers to a burning technology that allows you to get twice the amount of data onto a DVD, comparable to front and back side, yet you do not have to turn the DVD over.
I would check on sites like PC World or PC Magazine who frequently test, compare and rank these types of peripherals.

Dual later DVD's are rather expensive but hold twice the amount of data! Go to Cnet.com and read user reviews on the different models that are available. ;-)=
