When your scuba diving,of course you can as you wear a mask,the function of a mask,is to trap an air bubble in which the eyes can focus,hence why when u swim/dive without a mask or goggles everything seems foggy,as to crying without a mask,then no,as the tears would be displaced by the water your swimming in.

I don't know if you can cry under water. Wouldn't the water pressure outside keep the tears inside. I guess if you squeezed your eyes really hard you could shed a few tears.

Better to not swim when you're sad. Take care.
