While the most common answer will be 'the Big Bang', the background radiation is actually the left over radiation from the 'recombination era'. This happened when the universe cooled enough that the matter was no longer opaque and was about 500,000 years after the Big Bang itself.

Some think its left over noise from a 1974 Led Zeppelin tour, the wail given off during "Whole lotta Love" aparently shook the very foundations of the Universe and caused the then first lady of the USA to actually lay an egg out of her butt! Imagine that!!
