Yes you definitely can if you are in Asia, the necessary non-computer hardware is as common as crab grass in Asia I've got one such box from Taiwan for almost a decade now. Although lately I had to use the composite lines to work in concert with a digital box.
Although they are as rare as diamonds in North America in favour of a full computer tuner card.
FYI: the TV standards in use in Taiwan, Japan, North America and half the world is NTSC.

hmm since tv tuner card, easy to find at any reliable pc parts reseller and not expensive, as for me I just pick up my remote and turn on monitor ( 50 in hdtv/ pc monitor ) and poof I have 900+ channels of nonsense in 650 watt surround sound.. many mfgs are making hdtv/ pc monitor dual use products... from 20 inches to 47 and above...last springs new tech is antique today and is pretty much obsolete... on mine you can actually spilt screen or quad screen it and watch any combo of tv pc or vid input at same time why? umm well just because i can? like anyone really needs this much imput at one time lol, my best excuse? it sounded cool when I bought it.

FYI : the rest of the world uses PAL as it's tv system, except those french who always feel the need to be different and use SECAM!
But hey they eat the creatures who live in, on & around ponds so that format will go the way of v2000 [olde video tape format! probably also created by the french lol]
