Tight and split?
I'm not entirely sure I understand.
Does it not retract?
Is the fact that it does not retract causing it to split?

If it does not retract, has it always failed to retract?
If it used to retract but now does not it may be a yeast or other form of infection. Seek a doctor.s advice.

It it does not retract and never did, it may be phimosis.

Alternatively, you may pull the skin back until you feel a stretch but not to the point of pain. This will cause it to expand naturally over time.

He might have a condition call phimosis, where the foreskin opening is a bit tight/narrow and makes it difficult or impossible to retract behind to fully expose the glans (penis head). There are a couple things he should do.

First, he should let his foreskin heal the splits. It could take about 2 weeks and during this time he should avoid pulling his foreskin back (so no masturbation, sex, etc). Just clean the outside daily with water and mild soap is good enough. He can apply a healing cream or aloe to help it along if he wishes.

After it's fully healed, he should try to loosen his foreskin. There are many ways to do this. The first thing he should try are stretching exercises. See link 1 for good and detailed instructions. He should do these exercises for a few minutes each day for a few weeks to a month, preferrably right after a shower/bath when the foreskin's most flexible.

If after a month and there's little progress, he may want to apply certain prescription creams to the area to help loosen the foreskin. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2, names of creams in one of the tables). By combining the creams and the stretching exercises, it should take less than a month to fully loosen the foreskin to the point where pulling it back is comfortable and easy; each treatment by itself may take up to a month.

In almost all cases of phimosis these two treatments are all that's necessary to loosen a tight foreskin. See links 3 and 4 for more info on phimosis.

Some people might advoate circumcision or surgery, but those are only indicated in rare situations so you should disregard those comments until you've tried everything else (and everything else is cheaper). In any case, it's probably in both your interests for him to keep his foreskin but make it functional by loosening it (see links 5, 6, 7).

Some may say that circumcision will fix it, but circumcision's risks include reduction in sensitivity and pleasure, and making masturbation more difficult according to studies (including a few new ones from a few months ago). Oddly enough that's how it was promoted in the USA since masturbation was bad, haha. I was the same when I was younger, and now it slides fine with no problems whatsoever. Just pull back your foreskin when you shower the most you can without forcing it, and rub the head. That should encourage it to separate from the head. This is probably all you have to do, since this is common especially with teens. You just haven't 'used' it enough, as in masturbation and washing it. The same goes for sensitivity; the more your rub it the less sensitive it'll get (start using water when you shower then rub a little more each day).

And if its rather tight, you can get a cream that works in almost 95% of cases. It's 0.05% betamethasone or betamethasone dipropionate. And unlike circumcision it is very cheap ($12 in the USA), painless, and you don't risk decreasing sensitivity/pleasure and making masturbation more difficult.

Try that cream. It works. Doctors often just mention circumcision since its a surgery that brings a lot of money to them, especially in the USA.

Heh... If this is a serious question then this is a serious answer:

Some guys are born with a very tight foreskin which doesn't retract at all. Those cases are usually discovered right after being born and can be corrected with a simple incision. That could be why it appears to be "split".

If it's still too tight, you might want to visit a doctor. I doubt that a GP can fix it for you, but he'll refer you to a surgeon who can fix you up in 5 minutes.

It's almost certainly a yeast (thrush) or fungal infection, the sort either of you can catch or develop from normal living but can pass on to your sexual partner too. You both need treatment with an over-the-counter cream and /or pill from a pharmacy. Wear condoms or avoid sex until it's cleared up in both or you, or you will just cause cross infection.

A guy always cums fast when its their first time. and especially if he's been waiting for a long time. Guys are erect at least 5 times a day so what I would do is some foreplay until he ejaculates or the both of you for that matter its not fair that he has orgasms and you don't so get him to do you first and then once you finish he will be more than ready for his orgasm. then use a condom because that cuts down the sensations for him if he feels he is about to come prematurely then tell him to come out and do some more foreplay on you so he has time to calm down. the condom should work but if you want a baby tell him to take the condom of before ejaculation and then finish in you. the longer you wait to make him come with foreplay the quiker it will be because he has to get it out of him.

He also does need time because you are the only one he has been with so once he gets used to it, you can really enjoy it once he gets his techniques down pat. Tell him what you like. Get some books and videos also until you both are experienced. Or you could even have a quickie in the morning, when you get home and then at night. he will diffently last longer because his mind has been free twice already. You get on top of him and you control the situation. Also my boyfriend tells me that he thinks about none sexual things for a while to help control him, tell him to think about a sport or something that calms him. If that doesn't work then just do IT over until you are satisfied

~Sounds like he didn't keep it clean and got an infection. Not being circumcised causes a lot of infections.
I highly recommend getting him circumcised. It's cleaner, better looking, and he'll last longer. It's a fact that he'll last longer circumcised.

There's obviously something going on if his foreskin is too tight and it's split, right?
