Yes, but with some qualification.
If you are determining how light or dark the material is with your eye, then you have to allow for the fact that it is most sensitive to green and least to deep red and deep blue. A green material could be reflecting less light than a blue one, but still appear to be lighter!
Another example is red and green laser pointers - they can have the same power rating, but the green one will appear much brighter.

Yes, they look light colored only because they reflect more light (scattering is the right word) than dark colored materials.

yes, light color in general reflecting light while dark color absorbing light. that's why when you paint your room with dark color you will get your room darker even you use the same light as before.
you can also use light color to make a small room feel more spacious other than using mirror
