Yes such a drying system of clothes exist and they are ideal for flats/apartments.
Three or more Aluminium rods are fixed in parellel manner and attached to ropes with a pulley.
Whenever you need to put the clothes for drying all you have to do is to bring the drying rods down, by lowering the pulley.
Once you have arranged your clothes on the rods, you again pull the pulley up and tie the rope at a hook,which is provided on the wall, at your shoulder height.
This is very comfortable and can easily be operated by even ladies, without any help from the menfolk. Generally it costs around Rs. 2000/- to Rs. 3500/- depending on the number of rods.
If there is any problem with the ropes or the rods at a future date, you can always get them replaced.
They last reasonably long.

You can get a clothes drying rack(they collapse down and you can store in a closet), you can put a clothes line on your balcony...However you need to check with the building manager first... They may not want laundry tied outside.. I've even hung my things on the shower rod and left a fan running in the bathroom... There's also one that folds like an umbrella, and you can use it when you iron your clothes as well.

VS Je has given a comprehensive answer. I have got one of these pulley type clothes lines made by our carpenter, on a sturdy wooden frame with strong aluminium rods. The cost for 12'x5' with centre support was around Rs 2500/-. It fits unobtrusively in our balcony. You can keep hooks at various levels on the wall so that you can adjust the height accordingly, depending on who is pulling the ropes. Depending on the size, it can be slightly heavy. Please use sturdy ropes.
