It is not clear what you want to accomplish with the letter. If you are recommending Abdulah for another job, it appears your first and second paragraphs are not relevant. If you are looking for a new location in place of the Malasya office you had to close, your last paragraph makes no sense. Without knowing the purpose of your letter, it is not possible to help you. However, I can suggest some corrections:

In the first paragraph "type" should be "types."

In January 2007, our company set up a temporary office in Malaysia to explore if the area can meet our requirements for a competitive environment. We discovered that the location is not suitable and are looking for another location where we may be able to open an office to serve our customers better.

Possibly you want to use the first two paragraphs to explain why Abdula needs a new job. In that case the first paragraph is not relevant, as it seems to be a promotion for your services.

Mr. [first name] Abdulah had been employed as a General Manager in our office in Hedura, Malaysia. He was hired by our company on 1 January, 2007 when we opened the Malaysia office. Our company set up the temporary office in Malaysia to explore if the area can meet our requirements for a competitive environment.

After four months of exploration, it became evident that the location is not suitable and we accepted Mr. Abdulah's assessment and suggestion to close the office.

On 25 April, 2007 we had to relieve Mr. Abdulah of duties as a result of having closed our Malaysia office. In recognition for his outstanding performance in our company during his employment with us, I strongly recommend him as a highly qualified person and a skilled manager.
