Year in and year out it would have to be Terry Ryan of the Twins and Billy Beane of the A's. They both have small payrolls, yet field competitive teams consistently. The A's have lost several big name players over the years--Giambi, Tejada, Dye, Damon, Hudson, Mulder, Zito, etc. but still draft and develop good players to replace them. Ryan has one huge black mark against him in that he let David Ortiz go for some reason, and if he was in the middle of the Twins lineup the past few years, they might have won a title or two. So for that reason, I'd say Beane is the best.
Dave Dombrowski is terrific with the Tigers also (as he was with the Marlins) but they have a much higher payroll than the A's or Twins.
Kevin Towers with the Padres consistently does a good job like Beane and Ryan, so you could throw him in the mix also. Mark Shapiro with the Indians would round out my top five.
Bottom five: whomever is GM for the Orioles and Mariners; Kenny Williams with the Chisox, Cashman with the Yanks, and Hendry with the Cubs.

terry ryan (twins) Hands down. Almost there whole team is homegrown guys and they are competetive every year without a lot of money to spend. They have also won the world series which Billy Beene never has. Alot of people say hes the best but he has never won. they lose in the first round every year they make postseason. Dumbrowski is my second. schurholtz probably third (losing his touch) hasn't done great lately. Also guy from the marlins is good. Its not his fault the owner wont pay those guys so he has to trade. Just think of all the great young guys they had. plus hes been great at hiring managers.
Worst: Cubs gm, cashman, manaya, epstien. the boy genius right? who has he signed? crisp-bust, lugo-bust, matt clement-bust, dice-k ok but not 100 mil ok. pinero-bust,reteria-bust. most the guys they won with were already there when he got there. he traded nomar and got lucky. what good signing has he made?

I am a tigers fan but I'm not saying this just to be bias!
This is probably one of the greatest turn arounds in MLB history as far as teams go. They were horrible for so long until Dave made some key moves drafted the right players and now detroits back on the map!

1. Billy Beane (Oakland)--Wins year in and year out despite losing talent as soon as they get good enough to make the big bucks in arbitrarion. Beane has a knack for robbing people in trades, too, for example in dumping Mark Mulder for Daric Barton and Dan Haren.
2. Terry Ryan (Minnesote)--Another poor franchise that is rich in wins lately. Stole Gary Sheffield from the Yankees.
3. John Schuerholz (Atlanta)--Wins most trades and develops a lot of talent.
4. Walt Jockety (Cardinals)--He keeps his team in top shape most years despite having to hold and infield and pitching staff together with duct tape.
5. Theo Epstein (Red Sox)--The Boy Genius may have lots of money to play with, but he spends smarter than just about anybody. There's a reason the Sox are so good.
Bottom 5
5. The new guy with the Dodgers--Special mention just for paying Juan Pierre $9 million per year to hit leadoff despite having the an awful OBP. Dodgers ownership gets species "boo"s for firing Paul DePodesta after only one bad year.
4. Brian Sabean (Giants)--San Francisco, where washed up, aging talent goes to die.
3. Jim Hendry (Cubs)--Yes, let's pay big crazy money to lock up a guy who had one really great year until he's in his late 30s, despite the fact that he won't even be playing second base anymore. Good going. How is Mark Prior working out for you? Hendry gets all the blame for thinking Don Baylor and Dusty Baker could manage well and handle young pitchers.
2. Whoever is GM of the Reds right now (I forget)--Extra negative points for threatening to trade their best player (Adam Dunn) every year.
1. Bill Bavasi (Seattle)--Wretched in every way. Despises all modern forms of player evaluation.

My guess would be David Dombrowski.
Of course I am biased.
But he has done a great job turning around a franchise that was in major disarray (thanks to randy smith who was The Tigers GM for 7 very long years).

Best Omar Minia of the Mets. Just a little slump but he took a team that was a near disaster and put them in the WS and has them in first place today
