There are a variety of reasons why someone might not want to admit that they are wrong. I agree with some of the other answers above. Pride, stubbbornness, (a form of pride) ego all can play a part. There is also the factor of embarrasment. If we "publicly" admit that we are wrong, we open ourselves up for more public criticism of our original statement or action.
Of course we are also subject to people thinking more of us for having admitted that we made a mistake. But therein lies the rub.
Most of us do not like to admit that we are less than perfect. It is dificult for most people to expose their faults. Even if we know that they are there, and that other people know they are there, we still have a diffiult time openly admitting them.
For example- that is why so many alcoholics, who know they have a drinking problem, will not admit it. They do not want to admit that they makes mistakes or are not in control.
If you are looking to get an apology from this person, perhaps the best way is to talk with them one on one, let them know that you know what they did was wrong and give them an opportunity to admit their mistake to you.
Do this in a non- aggresive way and you may be surprised at the result.

Some people are really stubborn and full of pride, even when they realise they're wrong it's still quite hard for them to say sorry. I'm like that sometimes, except if i am wrong, then i will apologize.

Because it will prove that you are right (or s/he accepts). Most think that others, or you, will think that you are greater than him/her. It's the feeling that s/he is lower than you, that upsets the person. Of course, parents, teachers, and all the adults, asks every little child, to strive to be the best. That if one works hard, like someone so stubborn, they will get what they want.

Because they think they are justified. They believe everyone owes them a free pass when the screw up. But dont look for for them to go easy on you if you ever make an error. they will crucify you for anything. A double standard??? Yes!!! That is how most of them operate. Sad... but true.
